North Korea’s Nuclear Challenge and International Cooperation
The main purpose of this study is to identify the challenging factors of the North Korean nuclear issue and to present a response to it. There are two main backgrounds for research. First, the North Korean nuclear issue will worsen considerably as of 2022, and there is a high possibility of change in its nature, and the ripple effect is expected to be serious. Second, considering the advancement of North Korea’s nuclear capabilities and the resulting level of threat, the new North Korean denuclearization policy that South Korea will choose is more important than ever. Considering the severity of the situation and the need for research accordingly, this study aims to present strategic environmental evaluation data and policy alternatives that the Yoon Suk Yeoln government, which was launched in May 2022, can use from the beginning of state administration.
For the effective promotion of such research, this study first adopted an industry-academic cooperative research promotion system such as the Unification Research Institute-University Research Institute-Society. In addition, a perception survey was conducted on expert groups to analyze the policy environment. The group of experts surveyed are academic experts and former high-level officials who were in charge of the North Korean nuclear issue. The ultimate goal of the expert perception survey was to identify major North Korean nuclear challenges facing the Korean government by 2023 by asking questions about the strategic environment of the North Korean nuclear issue, policies of major countries, strategic relations between major countries, evaluations of key issues, and South Korea’s policy measures.
The results of the expert perception survey are as follows. First, it is quite unlikely that North Korea will give up its nuclear weapons, but denuclearization negotiations may resume depending on the conditions. Second, the United States should pursue a more active denuclearization policy of North Korea, and China’s influence on North Korea is not very great. Third, factors such as worsening U.S.-China relations and the Ukraine-Russia war may be negative in promoting North Korea’s denuclearization, and depending on the situation, China may stop cooperating on North Korea’s denuclearization. Fourth, emerging security issues such as COVID-19 are unlikely to cause rapid changes in the North Korean system, but it will be negative for the human rights situation of North Koreans in the long run. Finally, strengthening U.S.-China cooperation is important to resolve the North Korean nuclear issue, and it is necessary to consider ways to partially reduce North Korea’s nuclear capacity before complete denuclearization. …
