  • Abstract : The purpose of this study is to verify the empirical evidence that the automatic submission of the budget bill to the plenary session introduced after the implementation of, so-called, the National Assembly Advancement Act will impair the fiscal control of the National Assembly. Unlike the concerns raised in the first year of the introduction, the automatic submission system of the budget bill and the series of bills accompanying the budget cannot be considered to constrain the right of the standing committees and the special committee on budget and accounts regarding input and output of budget review. The study argues that the automatic submission system as a major itarian rule rather than a consensus one unexpectedly exercised its centripetal force the partisan lawmakers to stay in the space of compromise until just before the plenary session in the budget review process.
