▶ 미·중 모두 다자주의를 표방하지만 각자 옹호하는 다자주의의 의미, 전략적 목표, 이행과정의 전략이 다르고 양 강대국이 세계 패권을 놓고 경쟁하는 과정에서 상호 배격의 레토릭과 도구로 다자주의를 동원하고 있음

▶ 양 강대국의 짝짓기 경쟁 속에서 ‘선택의 순간’에 처한 국가들의 고심이 커지고 있으나 국제 민심, 특히 인태 지역 국가들은 일단 미국 쪽으로 쏠리는 추세임

▶ 무역과 기술영역에서 중국과 이해관계가 깊게 얽혀있는 서방 국가들이 미국 주도 민주주의 동맹과 클린 네트워크와 같은 기술동맹에 올인할 수 있을지는 미지수임

▶ 많은 한계와 비판에도 불구하고, 미국 주도 자유주의 국제질서(LIO)를 대체할 국제질서가 등장할 것으로 보이진 않음

▶ 전방위적으로 치열해진 미·중 경쟁 속에서 미국과의 동맹을 견고히 하고, 자유민주주의 가치와 규범 및 이익을 공유하는 친구국가들과의 다자주의 협력을 확대하는 것이 대한민국의 국익에 부합하는 선택임

– 따라서 쿼드 및 파이브 아이즈 확대 과정에 동참할 기회를 잡고, 미국 주도의 ‘기술 생태계’ 재편과정에 적극적으로 참여해야 함

▶ 글로벌 차원에서 미·중 사이에 낀 국가들과 다자주의 연대협력을 강화함으로써 일정 정도의 전략적 레버리지를 확보하고 ‘중견국의 순간’을 잡아야 함

▶ 지역적 차원에서 미국과의 동맹과 중국과의 전략적 협력동반자 관계 사이 ‘실용외교’를 구사하기 위해 소다자 안보협력체들을 주도적으로 추동해야 함

▶ 국내적으로는 외교 포퓰리즘을 극복하고 대한민국의 정체성 확립과 국익에 대한 국민적 합의를 도출해야 함

– 또한 남북관계나 국내정치적 목적으로 외교를 도구화하지 않고 한반도를 뛰어넘어 글로벌 다자무대에서 국익과 국제공헌의 균형을 맞출 수 있는 ‘외교 프로페셔널리즘’을 고취해야 함

초록 : Does the creation of nominally democratic institutions help dictators stay in power by diminishing the risk of coups? We posit that the effectiveness of political institutions in deterring coups crucially depends on the types of plotters and their political goals. By providing a means to address the ruling coalition’s primary concerns about a dictator’s opportunism or incompetence, institutions reduce the necessity of reshuffling coups, in which the ruling coalition replaces an incumbent leader but keeps the regime intact. However, such institutions do not diminish the risk of regime-changing coups, because the plotters’ goals of overthrowing the entire regime and changing the group of ruling coalition are not achievable via activities within the institutions. Our empirical analysis provides strong empirical support for our expectations. Our findings highlight that the role of “democratic” institutions in deterring coups is rather limited as it only applies to less than 38% of coup attempts.

• 초록 : Gasoline prices are often a heated topic during presidential election campaigns in the United States. Yet, presidents have limited control over gasoline prices. Do voters reward or punish the president for changes in gasoline prices? Why might voters blame the president for an outcome beyond direct presidential control? This study addresses these questions by testing the effects of gasoline prices on pocketbook retrospection by voters. To capture the personal economic burden of gasoline prices, we rely on average driving times to work, given the inelastic nature of gasoline consumption for commuting. The results provide evidence for pocketbook voting: constituencies with longer average driving times to work are more likely to hold the president accountable for gasoline price increases. These findings have broader implications regarding electoral accountability and rationality in voting.

• 초록: Political-feasibility concerns are at the center of real-world air-pollution policymaking. Yet, these concerns are often not represented in leading decision-support tools that have been used for assessing policies’ environmental impacts. Focusing on a wide range of clean-air policies in India, we assess their political-feasibility scores on the basis of public opinion, market, and institutional considerations and then incorporate these scores into the evaluation of environmental impacts by using an integrated assessment model (GAINS-South Asia). We demonstrate that although some policies with substantial potential to mitigate air pollution are also highly politically feasible (e.g., replacing solid fuels with cleaner fuels in households), others can be less politically feasible (e.g., banning agricultural waste burning). Because some clean-air policies co-reduce CO2 emissions and aerosols, considering varying degrees of political feasibility is particularly important in achieving air-pollution and climate objectives simultaneously because of its implications on the implementation scale and policy sequence.

초록 : How do great powers manage their alliances with smaller states? Despite the risk of en-trapment, crises may also be perceived as opportunities to gain private information about others. Based on this logic, I argue that both status quo and revisionist powers uncertain about the system either welcome or condone belligerent behavior by their smaller allies and thus loosely manage their relationships. Certain revisionist powers also consider crises beneficial due to this dynamic, but oversee the action of their protégés more closely to prevent it from interfering with their own strategy to revise the system. In contrast, certain status quo powers most closely control their client allies to prevent entrapment. In other words, uncertainty causes great powers to wag their tails.

초록 : The purpose of this study is to analyze the injustice inherent in the landlord-tenant relationship of a commercial building, one of Gap-Eul relationships, and the phenomenon of gentrification, based on the concept of domination of republican theory, and to explore ways to minimize it. The main arguments are as follows. First, the landlord dominates the tenant in the relationship of commercial building lease. The tenant is highly dependent on the landlord because of its high exit cost, and the landlord with the superior position in bargaining can exercise social power to tenant through termination of the contract and refusal of renewal, and such power is likely to be exercised arbitrarily. Second, the gentrifiers, acting with common intentions to maximize potential ground rent, dominate the current residents. Current residents must move elsewhere to break away from social relations with gentrifiers. However, they do not want to migrate, so they depend on them. Gentrifiers have the social power to drive out current residents by raising the overall real estate prices and rents in the area, and use this power to unfairly extort profits from rising local asset values. Third, the tenant’s displacement caused by gentrification occurs due to overlapping domination in the landlord-tenant relationship and the gentrifiers-current residents relationship. Therefore, it is necessary to come up with measures to minimize the domination in each relationship.

초록 : 본 연구는 롤즈(Rawls)의 ‘만민(people)’ 개념에 대한 이론적, 실천적 구체화를 시도한다. 이론적 측면에서 만민은 문화와 제도의 두 가지 특징으로 구분되는 존재론적 토대와, 상호성의 원리에 따라 자신의 행위를 결정하는 도덕적 구조를 가진다. 이러한 점에서 지구적 정의에 대한 롤즈의 입장은 국제 관계를 바라보는 전통적 관점들과 전혀 다른 전제에서 출발한다. 실천적 측면에서 볼 때, 이상적(ideal) 개념에 속하는 만민이 현실화되는 양태의 하나로 5.18 민주화운동을 제시해 볼 수 있다. 동일한 기억을 지닌 역사적 공동체로서 ‘광주 공동체’가 만민의 존재론적 토대를 담아내는 것과는 대조적으로, 당시 계엄당국은 만민의 개념적 범주에서 벗어난 ‘무법국가(outlaw state)’에 속하므로 국제사회로부터 관용되지 않는다. 그렇다면, 1980년 5월 카터 행정부의 주요 행위자들에 대한 정치적, 도덕적 책임 역시 정치적 정당성(legitimacy)의 측면에서 재검토될 수 있을 것이다. 마지막으로, ‘80년 광주’와 같은 국가폭력과 인권탄압의 중단을 위해서는 공직자들을 비롯한 모든 시민들에게 ‘시민성의 의무’가 요구되며, 그러한 조건이 충족되었을 때 롤즈가 구상한 ‘합당한 만민들의 사회’가 현실화될 수 있을 것이다.

초록 : 이 논문의 목적은 민주화 이후 한 세대에 걸쳐 나타난 정당 간 경쟁의 문제를 정당 및 정당 체제 수준에서 이루어진 공급 측면에 초점을 맞추어 살펴보는 데 있다. 분석의 소재로 선택한 것은 선거강령이다. 이를 통해 몇 가지 사실을 확인하였다. 첫째로, 거시적/미시적 차원의 좌-우(진보-보수) 척도와 이슈 차원을 통해 본 정당 간 경쟁의 양상은 시간이 지나면서 나름의 규칙성을 보여준다. 그것은 한반도 평화와 사회복지 이슈를 둘러싸고, 더불어민주당과 정의당 계열을 한 축으로 하고 국민의힘과 국민의당 계열을 또 다른 축으로 하는 경쟁 구도로 나타나고 있다. 둘째로, ‘햇볕정책’을 통한 한반도 긴장완화와 ‘부자증세’ 및 ‘보편적 복지’의 의제화에 있어서 정당은 이들 이슈가 경쟁의 주요 차원으로 부각하는데 결정적인 역할을 수행했다. 이 과정에서 나타난 정당의 역할은 공급 측면(내생적 역할)의 타당성을 입증해준다. 셋째로, 그럼에도 불구하고, 정당 간 경쟁의 전반적인 양상은 본격적인 서구적 의미의 좌-우 경쟁으로까지는 나아가지 못하고 있다. 이는, 주요 정당의 경제정책에서의 신자유주의적 기조나 요인분석에서 드러나듯이, 경제적 이슈가 정당 간 경쟁의 독자적 차원으로 부상하고 있지 못할 뿐만 아니라 그러한 이슈를 일관되게 추동할 수 있는 정당의 현실적인 힘 또한 아직 미약한 데 그 원인이 있다.
