  • 초록 : Purpose The purpose of this paper is to explore whether and how the individual perceptions on income inequality and the inequality of opportunities affect two different modes of political participation, institutional and non-institutional, in South Korea. Design/methodology/approach The paper analyzes the Korean General Social Survey 2009 and 2014 and estimates logit and OLS models. Findings The authors find that neither the perceived inequality of income distribution nor the perceived inequality of opportunities affects the likelihood of individuals’ vote participation. The authors, however, find that the perceptions of inequality, both in terms of outcomes and opportunities affect citizens’ engagement in non-institutional forms of political participation. Originality/value This study provides a new discussion point about the political consequences of inequality in Korea. This paper distinguishes and analyzes the relative importance of perceived inequality of the outcomes and opportunities in democratic engagements. By considering various types of participation, institutional and non-institutional, this study contributes to deepen our understanding of the factors that drive citizens’ democratic political engagements.

Does Regionalism Matter? Local Politics and Foreign Direct Investment in South Korea (2019.07)

  • 초록 : The purpose of this paper is to examine how political/authoritarian regionalism affects foreign direct investment (FDI) in sub-national states in South Korea. This paper employs statistical analysis to examine the relationship between regionalism and FDI, along with historical description of regionalism in South Korea. The analyses suggest that not only authoritarian regionalism influence foreign investment to the region but also political regionalism matters. Sub-national states with higher authoritarian regionalism receive less foreign investment while sub-national states with high political regionalism, which imply political stability, receive more FDI than others. The paper examined how local politics influence foreign investments in South Korea, and suggests stronger decentralization will positively influence FDI in the future.

한국인의 ‘신안보’ 인식: 변화와 지속성 (2019.06)

  • 초록 : 본고의 목적은 포괄안보시대로 특징지어지는 21세기 국제관계에서 한국인들은 어떠한 신안보인식을 갖게 되었는지 변화와 지속성을 조명하는 것이다. 이를 위해 고려대 SSK·한국리서치가 공동으로 진행한 웹 조사를 근거로 한국사회에서 부상하고 있는 새로운 안보인식을 파악하고, 이를 둘러싼 계층별, 집단 간 인식차이에 대해 조망하고자 한다. 신안보인식은 크게 비핵화 협상전개과정에 따른 한국인의 대북 안보인식변화, 그리고 비전통안보 영역에 대한 위협인식 변동추이를 중심으로 고찰하였다. 조사 결과를 보면, 첫째, 북한위협 상황변화에 따라 변하는 한국인의 ‘롤러코스터’와 같은 안보체감도를 보였지만, 북한에 대한 경계심과 한미동맹 강화의 중요성에서는 지속적인 일관성을 보였다. 둘째, 전통안보 위협이 여전한 가운데, 환경, 질병, 난민 등과 같은 비전통안보에 대한 위협인식이 상대적으로 더 커졌다. 셋째, 전통안보 이슈에서 대체로 기존의 세대균열과 이념균열이 양상이 뚜렷하게 유지되고 있지만 비전통안보영역에서는 요인별로 상반된 반응 패턴이 분절적으로 존재하고 있다는 점을 발견하였다. 이러한 결과는 과거와 같이 진보 대 보수, 청년층과 중장년층 혹은 노년층이라는 이분법적인 분석틀로는 이슈영역별로 분절적이면서, 때로는 상반된 경향으로 분출하는 불안감이나 안보인식에 체계적인 대응이 어렵다는 점을 반증한다.

Is the Liberal International Order at Risk?: Causes and Remedies (2019.06)

  • 영문 초록 : The threats to the liberal international order (LIO) are most likely to come from the rise and resurgence of the non-liberal, authoritarian powers, i.e. China and Russia, which have been moving toward more autocratic, personalistic, nationalistic, and corporative directions. But the LIO appears to have been significantly challenged by developments within liberal democratic states themselves. Divisions in liberal democracies and populist uprisings have weakened liberal internationalism that has long served as a basis of solidarity and stability among like-minded Western states. Nevertheless, the LIO will not be toppled so easily, as its fundamental values such as basic liberties, rule of law, cooperation, transparency, and progress continue to appeal to many societies and states across the globe. Even so, should these challenges against the LIO remain unaddressed, an increasingly illiberal international order may form into being, and such an order is likely to be less stable and more perilous for those involved. As such, this paper presents the argument that the most urgent issue to solve in order to ‘save’ the LIO is to address the challenges that confront liberal institutions and multilateral rules. In such context, this paper presents a question: “Why must the world ensure the continuation of the LIO through updating its established rules for multilateral cooperation?” There are at least four rationales for changing multilateral rules: i) to make them more encompassing, which allows for the accommodation of the transition from a hegemonic world order to a world of power distribution; ii) to establish effective foreign policies that can resists illiberal autocracies while assimilating rising powers into the LIO; iii) to make such powers more admissible to the current hegemonic state, i.e. the U.S., whose policies in the Trump era are becoming to a greater extent Amerocentric if not ‘America only,’ and increasingly inclined to act unilaterally; and iv) finally to invest in education, as a catalyst for integration, to nurture liberal democratic identity and citizenship.

  • 초록 : 본 연구는 오바마 행정부 시기 러시아의 크림반도 합병사태에 대한 미국의 군사적 불개입과 중국의 남중국해 인공섬 건설에 대한 군사적 개입 이면의 정책결정 동학을 규명하는 것을 목적으로 한다. 이를 위해 규칙 기반의 국제질서에 도전한 두 강대국(러시아와 중국)에 대한 군사적 ‘개입격차’를 고찰하는 데 있어 외교정책결정요인들 중 어떤 요인이 가장 적실성 있는 설명력을 지니는지 살펴보았다. 본 연구는 다른 기존연구들과 마찬가지로 개인적, 국내적 및 체제적 변수의 상호작용이 군사적 개입 여부를 결정하는 데 중요하다는 점을 인식하면서도, 최고정책결정자의 특성과 역할이 가장 중요한 변수라고 주장한다. 문제인식, 진단, 계획, 그리고 선택이라는 각각의 정책결정단계가 외교정책결정과정을 이해하는 중요한 분석틀을 제공한다는 전제 하에, 크림반도와 남중국해 사태에 대한 미국의 대응에 있어 오바마의 개인적 특성, 특히 그의 인식, 신념체계, 동기, 상황정의, 선호 등이 어떻게 군사적 개입과 불개입을 가르는 데 영향을 끼쳤는지 고찰하였다.

  • 초록 : 2018년 초부터 시작된 국제사회의 북한 비핵화 협상 국면에서 북ㆍ미협상이 남ㆍ북협상과 함께 한 축을 구성하게 됨에 따라 미국에 대한 ‘정책공공외교’의 중요성이 최근 더욱 주목받고 있다. 한국은 한편으로는 미국 여론 주도층의 입장을 청취하면서 미국 정책결정자들의 의중을 파악하여야 한다. 다른 한편으로는 한국의 입장을 미국 여론 주도층에게 이해시키고, 그들을 통해 한국의 입장을 미국 정책결정자에게 설득하는 것이 필요하다. 이러한 맥락에서 본 연구는 먼저 정책공공외교가 공공외교의 영역에서 위상이 더욱 높아지고 있음을 살펴보고, 대미 정책공공외교의 대상과 주체를 파악한다. 이어 현시점에서 한국이 주력해야 할 대미 정책공공외교의 목표 및 우선순위를 설정하고, 대미 정책공공외교 효과를 증대시키기 위한 추진 방향을 제시한다.

개발협력정책의 국내정치적 기반: 해외원조에 대한 한국인의 선호 결정 요인 연구 (2019.06)

  • 국문 초록 : 본 연구는 국제개발협력에 대한 한국인의 선호를 분석한다. 전통적인 공여국의 개인들이국제개발협력정책에 대해 일관적이고 구조화된 선호를 가졌다는 기존 연구의 결과와는 달리, 신흥 공여국인 한국의 경우 개인들의 선호가 가변적이고 비일관적일 것이라는 문제의식을가지고 2019년 한국리서치에서 실시한 여론조사를 토대로 한국인의 특수성을 살펴보았다. 본 연구의 결과에 따르면, 대부분의 기존 연구들이 유의미한 변인으로 제시한 교육수준과소득수준이 한국사례에서는 통계적 유의미성을 높지 않을 뿐만 아니라, 기존 연구와 달리, 한국 사례에서는 젊은 세대일수록 그리고 여성일수록 해외 원조에 대해 반대하는 경향성을보였다. 더불어 한국의 경우는 개인이 가진 경제 상황에 대한 주관적 인식에 따라 개발원조정책에 대한 선호에 차이가 나타났다. 본 연구의 결과는 전통적인 공여국의 개인들과는 달리한국인의 개발협력에 대한 선호가 안정적이지 않고 정치경제적 상황에 따라 가변적이라는점을 보여주는 것으로, 이는 국내불평등을 완화하고 앞으로 기성세대가 될 젊은 세대, 그리고여성의 경제 현실이 개선되지 않은 한 한국의 개발원조정책에 대한 정치적 기반은 지속해서 약해질 것을 시사한다.

 

The European Union’s Policy Toward North Korea: Abandoning Engagement (2019.06)

  • 국문 초록 : This article helps understand the change in the European Union (EU)’s policy toward North Korea. In the first phase of their relationship, the EU actively participated in the security dialogue on the Korean Peninsula and engaged North Korea through economic and humanitarian assistance. Since 2003, Europe abandoned the conciliatory approach and repeatedly condemned Pyongyang’s nuclear and missile tests, while disengaging from regional security initiatives. This change was a byproduct of the consolidation of the EU’s Common Foreign and Security Policy. Two of its main features restricted the range of diplomatic options available to the EU in dealings with North Korea. The first was the designation of a possible Weapons of Mass Destruction arms race in the Middle East as an issue of highest security concern for Europe. The second was a firm commitment to the relationship with the United States in addressing security threats. In order to maintain the consistency of its foreign strategy, the EU stopped tolerating activities related to the proliferation of nuclear weapons. Moreover, its policies became consistent with Washington’s line of action, which required terminating economic support and discontinuing independent diplomatic engagement with the “rogue” state.

Liberals Should Pray for Rain: Weather, Opportunity Costs of Voting and Electoral Outcomes in South Korea (2019.06)

  • 초록 : Studies suggest that rainfall on an election day benefits the Republican Party in the United States and conservative parties in Western Europe. A common explanation is that marginal voters, whose turnout decisions can be affected by weather conditions, are more likely to be supporters of liberal parties. This paper shows that bad weather on an election day instead benefits the liberal parties in South Korea, where election days are designated as special holidays. Young voters, who tend to prefer liberal parties, often plan other activities whose feasibility is contingent on good weather conditions; as a result, they are more likely to turn out, and thus to provide additional electoral support to liberal parties, when weather is bad.
